A great answer on this was posted on CADTutor.net at the link below. I would also encourage you to read Michael’s Corner by Michael Beall and get his monthly newsletter.
The short version of the solution is to use the AutoCAD CUI to edit the keyboard shortcuts. Edit the information for the F1 key to description “CANCEL” and macro ^C.

I had a chuckle when I saw this because I have both o, and 0 (zero) assigned to “offset” in my pgp file.
It appears that this doesn’t work for me in AutoCAD 2009. I have tried it and the “cancel” command is not even listed under Keyboard Shortcuts. Any idea why?
I keep hitting the F1 key ALL the time by accident and hoped this is the solution to a majorly annoying problem.
Grr… this flurry of “recent” blogs on the F1 redefine. Sigh. AUGI has had this posted since October 2007 after I posted a partial CUI to make it easy to add to anyone’s CUI in addition to a description of the process.

That thread has a CUI file that you can load in the CUI Transfer tab and then simply transfer the Shortcut key into your own CUI file.
