Not much in terms of the hardware needs of AutoCAD 2011 has changed over the past few releases other than supported Operating Systems.
For 32-bit

I have 2011 and it seems to be have problems with my system. It is actually locking up my computer and video goes black. I can run 2010 no problem. Assuming it is maybe something with my video card?

The machine sounds like a great machine for AutoCAD and the latest beefy CPU but you did not mention two of the most important parts and that is system RAM, and the most important the graphics card.
I would assume with this machines specs you mentioned it has a workstation class graphics card and you can verify it at http://www.autodesk.com/autocad-graphicscard. With 64-bit you want to take advantage of any RAM beyond 4Gig if using large files or complex 3D models.

I too have a newer system and would love to know if AutoCAD 2011 will run correctly on an intel CORE i5-3210M cpu processor ? (windows 8,RAM 8G, processor for intel HD graphics 4000: intel64 family 6 model 58 stepping 9)

It all depends in how large and complex if drawings you work with. Also note Windows 8 is not supported as AutoCAD 2011 was released years before the new Windows Operating System.
